Jons can be found in Monument Station. He gives out Optional Quests.
In-Game Description:
Jons' most admirable virtue doubles as his most glaring fault: He hunts one target, forever and without distraction. Either it perishes in the chase or he does.
Jons' uncanny focus was once pitted against inaccessible and potentially invulnerable targets. While every action was technically a success, none came without severe costs. Jons now picks the targets and assigns the marks.
