Maxim or High Lord Maxim can be found at Templar Base. He offers some Storyline Quests.
In-Game Description:
Maxim Sumerisle selfishly assumed the role of Templar Seneschal when his brother, the Grand Master Patrick Sumerisle, was killed at the battle of Allhallows.
After seizing the title of Seneschal, Maxim attempted a play at Grand Master, but was opposed by almost every House in the Order. Still, Maxim wields power over enough Lords to keep any Fist from rising to unseat him.
