Notes:
- Crown of the Ogre King, Tempest Talisman and Stoneflower Staff are +spell crit gear and are therefore not a good idea in most groups so they are swapped out in favor of gear with higher Intellect bonuses.
- The second trinket slot uses the Rune of the Dawn only when hunting in the Plaguelands or facing undead mobs.
- Fire Striders and Archivist Cape of Fiery Wrath are preferred in situations I will be facing mobs that Frostbolt is not efficient for, e.g. frost-immune mobs, chill-immune mobs, or ranged mobs. (I.e. anything I can't kite.)
- Archivist Cape of Fiery Wrath is also preferred for the mana regen during times where there will be little downtime for drinking.
- Orphic Bracers is an experiment in AE efficiency. The additional arcane damage does not seem to add much thus far (as expected).

Discussion
Phaedra's primary role is PvE grinding. Her DPS and endurance are higher than Astraea's, allowing her to go through mobs faster. Originally spec'd a full 31 Arcane with points in Fire, her spec was changed to primarily Frost as a way to learn kiting. It seems to have worked well. The first respec was intended to be 30 Frost/21 Arcane with Presence of Mind. Seeing as how Presence of Mind was never used, switching to 33 Frost/18 Arcane made the most sense.
I do not know how well this build will work in PvP. I have yet to try this. Since her gear is primarily +damage or +spell crit oriented, she may have enough burst damage to kill an assailant before they get her.
Phaedra is named after my character in an Amber campaign long ago. The name itself is from Some Velvet Morning, a duet between Nancy Sinatra and some guy whose name I can't remember. (I was aware that the name was Greek and had a place in Greek culture/mythology but did not discover what it actually was until recently.)
Her in-game RP concept is that she is a survivor of Dalaran who was still an apprentice when it was attacked. She was shipped off to Stormwind to finish her training by her master who has not been seen since the Scourge's attack.
