Minimum required level (Min Rlvl) from auto-suffix only applies when magic or rare quality. However, auto-suffix does not count towards magic or rare quality affixes: magic quality can still spawn with another suffix, while rare quality can still spawn with up to three others. No movement speed penalty when equipped.
