Saul Petrus is a Hunter, who plays an important role in the comics and Act 5 of the game. He can be found in Liverpool Street Station, giving out quests.
In-Game Description:
Success in Petrus' case is often the result of improvisation.
For Hunters, the ability to assess and adapt dynamically when faced with sudden and overwhelming opposition is infinitely more valuable than any technology or tactic.
Adaptation to circumstance -- any circumstance -- seems hard-coded into Saul's very being.
